BASIS OF STANDARDS

The new standards have been derived from a review of the parking standards used in the current Local Plan, in conjunction with the recommended standards produced by Lincolnshire County Council as the Highway Authority and outlined within PPG13 (Transport).

It must be stressed that all of the parking standards given below are MAXIMUM requirements. There are no minimum car parking requirements, however when assessing all development proposals the issue of highway safety will be considered.  In some circumstances where little car parking is provided the Local Planning Authority may feel after consultation with the Highway Authority that such a lack of car parking may result in highway safety concerns.  In such circumstances the Local Planning Authority will negotiate with developers to ensure that the potential highway safety concerns are adequately addressed.

The cycle parking standards are MINIMUM requirements.

RESIDENTIAL

HOUSES AND FLATSÂ (Use Class C3)

Where the provision for residents car parking is within the curtilage of a dwelling - A maximum of two car or garage spaces for residents where the dwelling has three or less bedrooms, and a maximum of three car or garage spaces for residents where the dwelling has more than three bedrooms, plus one additional parking space per dwelling for visitors in either case.

Where the provision for residents car parking is outside the curtilage - As above, but the provision for visitor car parking will be one space per two dwellings.

The conversion or subdivision of existing buildings for residential use, or the use of properties for multi-occupancy residential use should not create or exacerbate significant road safety or on-street parking problems.

Where individual dwellings are served by access points directly off a distributor road, a turning space will normally be required within the curtilage in addition to the provision of any garage/parking facilities.

Communal parking facilities provided outside of the curtilage for residents and/or visitors will need to be situated conveniently in relation to the dwellings served.

SHELTERED HOUSING / WARDEN AIDED ACCOMMODATION (Use Class C2)

One space per two units/dwellings for use by residents (excluding staff) and visitors, plus one space per two non-resident members of staff normally present.

Wardens’ dwellings will be treated as normal residential units, and provision will be made for the needs of all resident staff in accordance with the standards for dwellings.

COMMUNITY HOMES: HOMES FOR THE ELDERLY, CHILDREN, AND PHYSICALLY OR MENTALLY HANDICAPPED (USE CLASS C2)

One space per three residents (excluding staff) for use by residents/visitors, plus one space per two non-resident members of staff.

The parking requirements of residents themselves will be extremely modest – even in respect of homes for the physically handicapped – and are included in the standards above, accordingly.

Wardens’ dwellings will be treated as normal residential units, and provision will be made for the needs of all residential staff in accordance with the standards for dwellings.

HALLS OF RESIDENCE, NURSING HOMES AND OTHER RESIDENTIAL HOSTELS (Use Class C2)

Within the defined town centres - One parking space per 2 – 6 students, nurses and other residents (excluding staff) for use by residents, visitors, depending on the purposes of the development, plus one parking space per two non-resident members of staff normally present.

Outside of the defined town centres - One parking space per three students, nurses and other residents (excluding staff), for use by residents/visitors, plus one space per two non-resident members of staff normally present.

RETAIL

FOOD RETAIL (Use Class A1)

One parking space per 14m2 of gross floor area.

Minimum of one cycle stand per 250m2 of gross floor area

Where the development is sub-divided into a number of individual shop units, parking requirements will be assessed in relation to the total aggregate floor space of the proposed development.

Where the development is within the defined town centres, provision will usually be expected to be short stay, and made available for general public use, subject to the agreement of the Local Planning Authority.

NON-FOOD RETAIL (Use Class A1)

One parking space per 20m2 of gross floor area (excluding any external display area).

Minimum of one cycle stand per 500m2 of gross floor area.

Where the development is sub-divided into a number of individual shop units, parking requirements will be assessed in relation to the total aggregate floor space of the proposed development.

Where the development is within the defined town centres, provision will usually be expected to be short stay, and made available for general public use, subject to the agreement of the Local Planning Authority.

The standard does not include retail warehouses or discount stores dealing in non-food goods, see ‘˜Retail Warehouses, discount stores dealing with non-food goods.’

RETAIL WAREHOUSES, DISCOUNT STORES DEALING WITH NON-FOOD GOODS WITH GROSS FLOOR AREA EXCEEDING 1000m2

One space per 25m2 of retail/display floor area, plus one space per 100m2 of exterior display area.

Minimum of one cycle stand per 500m2 of gross floor area.

WHOLESALE CASH AND CARRY

One space per 50m2 of gross floor area.

MOTOR CAR SHOWROOMS

One space per 50m2 of the internal/external car display area.

OFFICE AND INDUSTRY

OFFICES (Use Class A2 & B1)

One space per 15m2 of gross floor area for employees/visitors, subject to a minimum provision or three spaces.

Minimum of 1 cycle stand per 200m2 of gross floor area.

GENERAL INDUSTRY (Use Class B1 & B2)

One space per 65m2 of gross floor space for employees/visitors. Subject to a minimum of three spaces.

Minimum of one cycle stand per 200m2 of gross floor area.

Associated office development will be assessed separately by reference to the office standards where the net office floor space exceeds 100m2.

WAREHOUSING (Use Class B8)

One space per 150m2 of gross floor space for employees/visitors, subject to a minimum provision of three spaces.

Minimum of one cycle stand per 800m2 of gross floor area.

Associated office development will be assessed separately by reference to the office standards where the net office floor space exceeds 100m2.

The standard does not apply where the area used for storage purposes comprises less than 30% of another major land use or to wholesale cash and carry development where premises are used for direct sales to traders.

PLACES OF ASSEMBLY AND LEISURE

Where accommodation or conference facilities will be provided as additional facilities, the parking provision will need to be assesses separately and in accordance with appropriate standard.

RESTAURANTS/CAFES – EXCLUDING TRANSPORT CAFES (Use Class A3)

One car space per 5m2 of the dining area for customers, plus, where a separate dining area is provided for customers, one space per 3m2 of the net floor area is set aside for this purpose.

Minimum of one cycle stand per 100m2 of gross floor area.

TRANSPORT CAFES (Use Class A3)

One lorry space per 2m2 of dining area.

PUBLIC HOUSES AND LICENSED CLUBS (Use Class A4)

One space per 3m2 of the public drinking area for bar customers, plus, where separate facilities are provided for diners, one space per 5m2 of the net floor area set aside for this purpose.

Minimum of one cycle stand per 100m2 of gross floor area.

HOTELS AND MOTELS (Use Class C1)

One space per guest bedroom to meet the needs of guests and resident staff.

One space per 3m2 Â of net public floor space in bars and one space per 5m2 in restaurants and cafes may be provided where such facilities are open to non-guest/residents.

CINEMAS (Use Class D2)

One space per five seats for patrons. Â

Minimum of one cycle stand per 20 seats.

THEATRES

One space per five seats for patrons, plus one space per 10m 2 of dressing room floor area.

Minimum of one cycle stand per 20 seats.

BINGO HALLS (Use Class D2)

One space per five seats for patrons.

Minimum of one cycle stand per 20 seats.

OTHER PLACES OF ASSEMBLY – E.G. CONCERT HALLS USED WITH FIXED SEATING (Use Class D2)

One space per five seats for patrons.

Minimum of one cycle stand per 20 seats.

In the case of multi-purpose development, the standard relating to the principal use will be applied.

CONFERENCE FACILITIES (Use Class D1)

One space per three seats for delegates/visitors.

COMMUNITY CENTRES, VILLAGE HALLS, CHURCH HALLS (Use Class D1)

One space per 5m2 of the gross public floor area.

PLACES OF WORSHIP (Use Class D1)

One space per ten seats or per 10m2 of gross floor space, whichever is the greater.

Where the development is to be used for social purposes, the maximum parking standard will be as specified Community Centres, Village Halls, Church Halls.

HOLIDAY DEVELOPMENT

HOLIDAY FLATS, FLATLETS (Use Class C1)

One space per flat, flatlet.

HOLIDAY CHALETS, STATIC CARAVANS (Use Class C1)

One space per unit of accommodation for residents, plus one space per ten units for visitors.

Where the development includes additional facilities open to non-residents (e.g. shopping, leisure) those will be assesses against the appropriate standards.

CULTURAL BUILDINGS

ART GALLERIES AND MUSEUMS (Use Class D1)

One space per 35m2 of public floor space for visitors.

Minimum of one cycle stand per 100m2 of gross floor area.

LIBRARIES (Use Class D1)

One space per 30m2 of public floor space for visitors.

Minimum of one cycle stand per 100m2 of gross floor area.

HEALTH FACILITIES

HEALTH CENTRES AND DOCTORS SURGERIES (Use Class D1)

One space per doctor or other practitioner, plus one space per two other staff members normally present, plus three spaces per consulting or treatment room for patients/visitors.

Minimum of one cycle stand per consulting or treatment room.

NURSING AND CONVALESCENT HOMES (Use Class C2)

One space per five patients for visitors, plus one space per two members of non-resident staff.

Where residential accommodation is provided for members of staff, a minimum of one space is required per dwelling unit, except in the case of Nursing Homes and similar development where one space is required per five occupants.

DAY CARE CENTRES (Use Class D1)

One space per two members of staff normally present.

In the case of Day Care Centres for the physically handicapped, one space per four persons attending.

In the case of Day Care Centres for the elderly, one space per eight persons attending.

HOSPITALS (Use Class C2)

One space per three beds for visitors, plus one space per doctor or other practitioner, plus three spaces per consulting or treatment room, plus two other members of staff normally present.

Minimum of one cycle stand per 10 beds.

This standard also applies to extensions and alterations to existing sites.

Provision of parking for hospitals will be assessed on individual merits.  A transport assessment will be required to support any proposal.

SPORTS FACILITIES

Where the proposed facilities are expected to attract a substantial number of spectators (i.e. more than three times the number of players at any one time), additional parking provision on the scale of one space per five spectators.  Additional coach parking of one space per thirty spectators may also need to be provided.

Where additional facilities are to be provided which are open to the general public (e.g. restaurant/bar/conference facilities), additional parking provision will be assessed in accordance with the appropriate standards.

SPORTS AND LEISURE CENTRES (Use Class D2)

One space per 10m2 of public floor area for those using the facilities (including the spectators).

Minimum of one cycle stand per 100m2 of gross floor area.

Where the proposed development involves the provision of a range of facilities for different uses, the parking requirement will be assessed in relation to each separate use, and in accordance with the appropriate standard.

SWIMMING BATHS AND POOLS (Use Class D2)

One space per 10m2 of water area for bathers/spectators.

Minimum of one cycle stand per 100m2 of gross floor area.

BADMINTON AND SQUASH CLUBS (Use Class D2)

Four spaces per court.

Minimum of one cycle stand per 100m2 of gross floor area.

OTHER SPORTS AND RECREATIONAL CLUBS (Use Class D2)

One space per 5m2 of net public floor space excluding storage areas etc. for those using and staffing the proposed facilities.

Minimum of one cycle stand per 100m2 of gross floor area.

SPORTS GROUNDS AND PLAYING FIELDS (Use Class D2)

One space per two persons expected to use and staff the proposed facilities.

Minimum of one cycle stand per 100m2 of gross floor area.

Specific parking standards will not normally be applied to small scale sports grounds etc. with minimum facilities, although parking demands will need to be met clear of the highway.

STADIA AND PROFESSIONAL SPORTS GROUNDS (Use Class D2)

Parking provision for sports stadia or professional sports grounds will usually be assessed on individual merits.

Minimum of one cycle stand per 100m2 of gross floor area.

EDUCATION

In addition to provision to meet non-operational requirements as detailed below, facilities for operational parking will also be required at each school in accordance with County Council policy, including adequate spaces for vehicles (both cars and school buses), setting down waiting for and picking up pupils.

The standards will be applied as appropriate to both private and Local Authority educational establishments.

Provision for bulk parking for certain events (e.g. sports days, parent’s evenings) will need to be made within primary and secondary school sites on suitable areas of land with adequate access.   Hard surface play areas will normally be capable of accommodating cars on open days and similar infrequent occasions.

PLAY GROUPS, NURSERY AND PRIMARY SCHOOLS (Use Class D1)

Parking provision for play groups, nursery schools and primary schools will normally assessed on individual merits, but will typically be a maximum of one space per two staff, plus adequate allowance for visitors.

SECONDARY SCHOOLS (Use Class D1)

Parking provision for secondary schools will normally be assessed on individual merits. However, they will typically require one space per two staff, plus one space per ten pupils aged 17 or over, plus four spaces for visitors in schools of up to 1000 pupils, plus eight spaces for visitors in larger schools.

Minimum of one cycle stand per 100 pupils.

Additional parking provision may be required where Secondary Schools are used for adult educational evening classes. In such cases, parking requirements will be assessed by reference to the standard specified for further education colleges, but taking full account of the spaces to be provided for school purposes.

UNIVERSITIES, COLLEGES OF FURTHER EDUCATION AND TECHNICAL COLLEGES (Use Class D1)

Parking provision will normally be assessed on individual merits.

Minimum of one cycle stand per 100 pupils.
